The purpose of this solution is to describe how to add stakeholders with an area of responsibility at the organization level in the system.
In the Stakeholders page for each organization, administrators and other users with the proper permissions can control who will act as stakeholders for that organization and all organizations below it in the hierarchy and what area of responsibility they have.
Stakeholder areas of responsibility are designed to limit a user’s access to employee populations based on the organizations they support in their particular HR domain. For example, Scott Shefton supports the performance management initiatives for the Manufacturing organization. He would be assigned as Stakeholder with the HR Performance area of responsibility for the Manufacturing organization.
NOTE: When assigning a stakeholder to an organization, the Select Stakeholder page consists of the following elements:

Select Area of Responsibility: Indicates the area of responsibility, also known as the dynamic role, assigned to the person you selected.

A list of people that can be assigned as stakeholders for the organization.
While you are likely to choose a specific employee, the actual association is created with the position that employee occupies. This is to ensure that association persists even when a new person occupies the position. Multi-seat positions are automatically excluded from the selection list.
Caution: If you assign someone as stakeholder with the HR Recruiting, HR Performance, HR Succession, or HR Compensation area of responsibility, you must also assign the related HR Business Partner static role to their user record. Without this static role, they will not be able to access the expected information.
Step-by-Step Procedures:
To add stakeholder at the organization level:
1. Primary Navigation Menu > Organization Data > Organizations
2. Select a view, click an organization's Edit icon, and then click the Stakeholders tab.
3. Next, click the Add Button to select a specific employee and the Area of responsibility.
