There are scenarios where the workflow is showing there was no workflow in a particular stage but is still awaiting submission before the next stage can continue, this is usually due to there are workflow owners not in the correct workflow state because their manager / organization has changed but has not reflected in the current workflow.
For Example:
There was no workflow owners in "Planning Recommendations", but 1 owner was still in the "Awaiting Submissions" state.
Most of the time, the issue can be corrected by adjustment the workflow for managers affected, they are listed under "Manager Requiring Adjustments". Click on the lightning bolt, and adjust the workflow accordingly by following the prompt.
