Summary:
The OrgPublisher application itself does not control whether the site is HTTP or HTTPS; it is managed by your web server or your network's F5 device.
To enable HTTPS, your server or network administrator must add an HTTPS binding to the website and provide a valid SSL certificate. Once HTTPS is enabled, any OrgPublisher URL that previously used HTTP will also work with HTTPS.
If HTTPS is managed through your organization’s F5 device, your network team will need to configure it accordingly.
V11.x and earlier
HTML5Admin and OrgPublisher-generated links will use whatever URL you specify during publishing.

For ECharts, HTTP or HTTPS is set on this step of the publishing wizard:
V21.x and later
OrgPublisherAdministration and the HTML5 charts will use whatever protocol is in place for the website in which they reside. For example, this website has the HTTPS binding enabled and therefore can use both HTTP and HTTPS in the URL:

Note: Ensure the "Photo Base URL" for images and resources is also set to HTTPS.
If you have users who bookmarked chart URL's that still have HTTP in the URL, you can use an IIS Redirect to divert HTTP traffic to HTTPS.
